Every year as the lake recedes the wave action sifts items from the old historic mill site to the surface and it is always interesting to see how much shows up annually. McCall Parks and Recreation sweeps the beaches and lake bed with magnets to collect small metal items and large items that require equipment are pulled once the water table is done receding and the ground starts to freeze. When the ground is frozen we are then able to get the necessary equipment down to the lake. Thank you to those who lend helping hands when visiting Legacy or Brown Park with collecting and removing debris.
The McCall Redevelopment Agency (MRA) is seeking to fill a vacant Board position.
The duties of the board of commissioners are as set forth in chapters 20 and 29 of title 50,
Idaho Code but are generally responsible for encouraging the development and
redevelopment within the urban renewal district. The City Council appoint the board of
commissioners to the McCall Redevelopment Agency for a term of three (3) years.
Previous MRA projects included the design and construction of Legacy Park and Brown
Park, public art projects, infrastructure improvements for water, stormwater, landscaping,
sidewalks, and parking lots. All interested persons should submit a letter of interest and

If you are traveling to or from McCall on SH-55 near New Meadows, expect delays on the week of November 4th. ITD crews will be working on the State Highway 55 Little Goose Creek Bridge replacement. They’ll be moving concrete barriers and re-striping pavement in the area. If wet weather delays the work on Monday, they will continue on Thursday, November 7th. Please expect delays of up to 30 minutes between 9:00 AM and 3:00 PM on these days. ITD plans to open the road to two lanes in the coming weeks. New Signs are being posted during our annual seasonal transition.
The City of McCall is committed to ensuring the safety of our community while effectively managing city facilities and infrastructure in items such as pest control, critter control, dusty roads, and noxious weeds. Our staff carefully evaluates and implements the safest and most effective treatments available for these issues. Staff looks beyond the label for products that are the least impactful to our land and water environments.
All treatments are conducted sparingly, following strict guidelines, and only when necessary. Treatment signs are typically posted during applications, and areas such as the McCall Golf Course are often closed during these times.
In the fall, specifically at the Golf Course, as we prepare for winter, our staff inspects the course to identify areas of concern, assess damage, and locate problematic holes. Treatments are then limited to mowed grass areas, with native regions left untouched. To ensure safety and effectiveness, our staff uses precise methods for application, focusing on designated areas to minimize any potential impact. This practice significantly reduces the risk of unintended consequences, and all staff members are trained in properly applying and storing treatment materials to eliminate the risk of accidental exposure.
We have consulted with the Idaho Department of Fish and Game (IDFG) regarding protected species and confirmed that there are no threats to wildlife with treatment methods.
Please be reminded that the golf course is now closed to prepare for winter and will reopen for walking per city code on November 15th. As the course opens on November 15th for walking, please keep in mind the ordinance requiring dog owners to keep their pets on a leash and under control at all times, including within the golf course area.

The Harshman Skate Park Project was a product of passion, volunteer work, and significant donations driven by members of the community (youth, parents, and passionate skaters) in the early 2000’s. Following the completion of this incredible project, the community, especially our youth, took a sense of ownership in the facility. This sense of ownership was reflective in the care and respect of the facility. Now, nearly 20 years from its completion we are starting to lose that sense of ownership, care, and pride. Age and our harsh winter climate have also not been gentle on a facility such as this. Acts of vandalism have forced the installation of cameras, and the growth of the community and other aging infrastructure needs have also limited the parks department’s resources to adequately keep up with the necessary maintenance on the Skate Park.
As a result of recent efforts from those mentioned below, we have made a significant shift and positive impact on this facility this fall. Major repairs were done with care by skilled local contractors and users of the facility. More importantly, it has set a precedent that we can use to re-build that sense of ownership, care, and passion for the facility with our current and future local user groups. We hope these efforts will help youth take pride in keeping these types of facilities vibrant, safe, and fun, while countering vandalism and streamlining annual maintenance.
We are thankful to the following volunteers and skilled contractors:
Dustin Schumaker & Brian Hart spearheaded efforts to round up local resources and talent as it relates to contractor skill sets. Their professional skill sets and passion for the park and sport were valuable in getting the work scheduled and complete. Both Dustin and Brian reached out to the McCall Parks and Recreation Department offering their services. Their recent efforts have curved and reversed a maintenance tipping point, putting the facility in a much better position and extending its life expectancy through a lot of sweat and donated time.
Tiger Kime & Angela Staup also made significant volunteer efforts over the past year with this project, donating their time and resources to help.
Brian Klind, Nick Done, and Furel Dummar additionally volunteered their time to help with forming and ensuring the volunteer team could maintain a continuous pour, ensuring a durable finished product to help counter McCall’s climate while maintaining industry standards.
The McCall Parks Department assisted with demolition, cleaning up, volunteer and equipment support, and with material costs. The department will also be working on other minor repairs throughout the facility this fall and into the next season.
We are thrilled to announce that Morgan Stroud, P.E., has been promoted to City Engineer! Morgan earned her Idaho Professional Engineering license in September 2023 and has been serving as the City’s Staff Engineer since 2021. Her hard work and dedication have led to this well-deserved promotion, and we are excited to see her continue to make a positive impact in this new role.
Morgan’s educational background includes a Bachelor of Science in Civil Engineering (2015) and a Master of Engineering in Civil Engineering (2017), both from the University of Colorado Denver.
When she’s not busy engineering, Morgan enjoys a variety of activities including baking treats, hiking, biking, golfing, fishing, skiing, and spending time outdoors. She loves taking walks with her dog, Walter, and her husband, Nate, and even finds time to attempt a bit of gardening.
Did you know? In many areas of town, the pipes are old and undersized; when water usage skyrockets from 500,000 to 4 million gallons during the summer months, water moves through the pipes at a much faster rate, scouring the pipes and dislodging sediment. The McCall Water Department tries to flush and remove this sediment in the Fall and the Spring; however, that is not always possible with our small staff. We will be doing Fall flushing in the coming months; if you have experienced sediment or discoloration, please let us know.

City of McCall Welcomes Meredith Todd as City and Sustainability Planner
McCall, Idaho – The City of McCall is excited to announce the appointment of Meredith Todd as the new City and Sustainability Planner. Meredith will succeed Brian Parker, who is moving to Bellevue, Idaho, to serve as their Community Development Director.
Meredith Todd has been a dedicated member of the McCall team, serving as the Assistant City Planner since May 2021. In her new role, she will continue to work closely with the Planning & Zoning Commission on land use application reviews, advance local housing initiatives, and serve as the city’s primary contact for sustainability and resilience efforts.
"Meredith's knowledge and passion for sustainable development make her the wonderful fit for this position," said Michelle Groenevelt, McCall's Community and Economic Development Director. "She brings an invaluable knowledge of our code, practices and planning tools to enhance McCall's livability and environmental stewardship."
Meredith holds a Bachelor’s degree in Urban Studies & Sustainable Development from the New College of Florida and a Master’s of Natural Resources from the University of Idaho, focusing on Environmental Education and Science Communication. She attended the McCall Outdoor Science School in Ponderosa State Park from 2020 to 2021 and successfully passed the American Institute of Certified Planners (AICP) Professional Examination in 2023.
Born and raised in Idaho as the child of public servants, Meredith's dedication to public service was a natural choice. Outside of work, she enjoys swimming, hiking, skiing, kayaking, and spending time with her partner, John, their dog, Guts, and their two cats, Jim and Lou.

Mark Dooley Sentenced for the Murder of His Wife (PDF)
McCall, Idaho – September 24, 2024
Mark Dooley, 56, was sentenced Friday, September 20, 2024, by the Honorable Jason D. Scott for the murder of his wife, Lynne Dooley. Mark was sentenced to 30 years in prison; 22 years – fixed, and 8 years – indeterminate. Mark will serve a minimum of 22 years before he is eligible for parole. Mark pled guilty to 2nd Degree Murder on April 12th of this year.
“Our sincerest condolences go out to the family and friends of Lynne. This was a disgusting and intentional criminal act to end the life of another. We will always work diligently to ensure these crimes are properly investigated and criminals are held accountable. The successful conviction and sentencing of Mr. Dooley exemplifies the excellent response of officers, demonstrates the outstanding investigatory work of the Idaho State Police, and highlights the exceptional prosecution by the Valley County Prosecutor’s Office,” said McCall Police Chief Dallas Palmer.
We would like to thank the Idaho State Police, the Valley County Prosecutor’s Office, and the Valley County Sheriff’s Office for their assistance with this case. We are pleased with the sentencing of Mark Dooley and are glad to see justice upheld.

The City of McCall is delighted to announce that Phil Goodson is stepping into the role of Head Golf Professional at the McCall Golf Club as of September 28th. A proud fourth-generation Idahoan, Phil grew up in Boise, where his passion for golf was ignited on the 18th hole at Hillcrest Country Club, with late-night putting sessions that kept the Superintendent on his toes. His summers spent at the family cabin in Donnelly further deepened his love for the outdoors and our beautiful area.
Phil’s journey in golf began at Bishop Kelly High School, leading him to pursue a degree in Political Science at the University of Idaho. However, his true calling was in the world of golf, which he pursued at the Professional Golfers Career College in Temecula, California, earning a degree in Professional Golf Management. While in Southern California, he served as Director and Lead Instructor for Nike Junior Golf Camps in the San Diego area, where he inspired and nurtured young golfers.
Since November of 2023, Phil has served as the Assistant Golf Professional at our own McCall Golf Club, where he built strong connections within our community. Previously, he was employed as the Assistant Golf Professional in three additional facilities, including McCall's Whitetail Club, Quail Hollow in Boise, and Grants Pass Golf Club in Oregon. Rounding out his experience, he spent eight years in Teton Valley, as General Manager positions at both Teton Reserve and Targhee Village Golf Course and Director of Golf at Tributary, he certainly will bring perspective and a honed management style.
As a player and instructor, Phil embraces a laid-back teaching style that emphasizes simplicity and consistency, helping golfers tap into their natural abilities.
Outside of golf, Phil is an avid skier, having enjoyed Idaho's snowy slopes throughout his life. His extensive experience in the ski resort industry, including four seasons as a Snowcat Operator at Grand Targhee, means he's not afraid of our long winters.
Phil shares his love for Idaho with his wife, Jill, and their two children, Lola (15) and Henry (13). Now, as the Head Golf Professional, he is eager to take on a more lead role, overseeing all operational aspects of the Golf Department—from tournaments and retail management to development—and, most importantly, supporting our incredible team of employees.
Join us in celebrating Phil Goodson as he takes on this important leadership position within our McCall Golf Club family! Fraudulent Invoices from the McCall Planning and Zoning Department
The City of McCall and the McCall Police Department have recently been alerted to fraudulent attempts to target residents and businesses with pending applications before the Planning and Zoning Department. In this scam, victims receive a fake invoice that appears to be from the City of McCall accompanied by an email demanding payment to complete an application with the Planning and Zoning Commission.
The perpetrators behind these fraudulent communications have gathered accurate information from public sources, including names of city employees and addresses of McCall residents, and even used addresses of properties owned elsewhere.
If you have received one of these fraudulent invoices and would like to report it, please contact the McCall Police Department at (208) 634-7144.

This week parks department staff have been completing landscaping and concrete work around the park's shop building located at 101 Forest St. Parks staff also continue to mitigate bark beetle infestation onsite at the Central Idaho Historic Museum. Trees cut down will be milled and used onsite for projects and repairs to current buildings.
The City of McCall Parks and Recreation Department is accepting proposals for commercial activity per Resolution No. 11-25, Attachment A: Guidelines for Commercial Activity Concession Sales within McCall City Parks. Large Concession Proposals can be submitted as of September 1, 2024 through November 15, 2024 . Small Concessions will be advertised and open December 1, 2024 through February 28, 2025. Skatepark remains open during repairs. The Parks Department staff is being assisted by community volunteers Brian Hart, Dustin Schuemaker, Tiger Kime, and Angela Staup in replacement of the pool coping on the large bowl at the skatepark. Their helping hands are greatly appreciated. Work will continue throughout the next two weeks at the park. Later this fall closure of the park will take place for sealing of all concrete.
City of McCall Announces Selection of New City Manager, Forest Atkinson
McCall, Idaho – August 23, 2024 – The City of McCall is proud to announce that Forest Atkinson has been selected as the new City Manager, following an extensive and competitive selection process. Mr. Atkinson will officially begin his role on November 4th, 2024, bringing with him a wealth of experience in both federal and local government. His annual salary has been set at $170,000.
Forest Atkinson stood out among a strong pool of candidates due to his significant expertise in team leadership, strategic planning, and crisis management, as well as his proven ability to engage stakeholders and support infrastructure investments. His impressive background includes over twenty years of service, highlighted by key roles in the U.S. State Department and the San Francisco County Transportation Authority.
The decision to appoint Mr. Atkinson was made after careful consideration of feedback from the community, gathered during a Meet & Greet event held on August 12th at the Glass House. This event provided an opportunity for residents to engage with the finalists and share their perspectives with the City Council.
"We are excited to welcome Forest Atkinson as our new City Manager," said Bob Giles, Mayor of McCall. "His extensive experience and dedication to public service make him the ideal choice to lead McCall into a prosperous future. We are confident that he will continue to build on the strengths of our community while addressing the challenges ahead."
In his previous roles, Mr. Atkinson led government efforts supporting U.S. companies in multi-million dollar infrastructure investments, managed a $100 million security assistance program, and spearheaded major initiatives in the digital economy and cybersecurity. He holds a Bachelor’s degree in Physics from Reed College and a Master of City Planning from UC Berkeley. Additionally, he is fluent in Mandarin and Portuguese, and proficient in Spanish.
Forest Atkinson's appointment marks a significant milestone for the City of McCall as it continues to grow and evolve. The City Council is confident that his leadership will guide the community toward continued success and development.

Irrigation of residential and commercial lawns and landscaping using City water, by sprinklers or otherwise, should occur only on alternate days. Odd-numbered addresses may water on odd-numbered days, while even-numbered addresses may water on even-numbered days. (Ord. 665, 7-14-94)
Want to go the extra mile to help? McCall City Water Users are encouraged to embrace domestic water conservation strategies within their households. Along with following the irrigation reduction request, consider adopting these additional conservation practices:
Mindful Hose Usage: Avoid unnecessary water wastage by not allowing hoses to run unattended. Turn off hoses promptly when not in use to prevent needless water loss.
Strategic Timing for Heavy Water Usage: Postpone activities that require substantial water usage, such as refilling hot tubs, to off-peak hours. This minimizes strain on the water system during peak demand intervals.
Leak Detection and Prompt Repairs: Regularly inspect household plumbing for leaks and promptly address any issues. Even minor leaks can result in significant water wastage if left unattended.
Economical Dishwashing: Use dishwashers when feasible, as they typically use less water than hand washing.
Don't take water for granted. In McCall, we run a small operation dedicated to meeting DEQ regulations and committed to providing the City of McCall with the cleanest of water. In order for this to happen the system needs to spend a certain amount of time with your water. Water usage this year is at an all-time high! Thank you for your cooperation!
Construction has begun on the pathway along Samson Trail. This project is a joint venture between Valley County Parks and Recreation and Valley County Pathways. It was primarily funded through a grant from the Local Highway Technical Assistance Council under their Child and Pedestrian Safety Program with significant additional funding raised by Valley County Pathways. Crews will begin working near the intersection of Deinhard Lane with flaggers controlling traffic.

Temporary Air Traffic Control Tower to be Established at McCall Airport
McCall, Idaho - July 28th, 2024 - To ensure the safety of all aviation activities during increased fire operations, the U.S. Forest Service Aviation Manager and McCall Airport have agreed to establish a temporary air traffic control tower. The tower is expected to be operational within the next two days.
As soon as frequency information is available, it will be posted at both airport gates and communicated promptly.
In the interim, we request that General Aviation (GA) pilots avoid flying unless absolutely necessary. If flying is unavoidable, please note that fire aircraft will have priority in the airspace. Pilots are urged to maintain heightened situational awareness and prioritize safety.
This measure is crucial to provide air traffic control during heightened fire activity, ensuring safe operations for fire support, commercial operators, and GA pilots alike.

The McCall City Council Approves Boat Ramp Fees for 2024 Boating Season - Effective July 12th
In a public hearing on June 27th, the McCall City Council officially approved new access fees for the McCall Public Boat Ramp, which will take effect on July 12, 2024.
This decision aims to improve the boat ramp's management and maintenance, alleviate congestion, and enhance the overall boating experience on Payette Lake. The fees are intended to cover costs not currently funded by property taxes, ensuring the facility's ongoing management, safety, and water quality maintenance. The process is also expected to provide the city with important data on boat use on the Lake, the city’s main drinking water source. The City Council plans to reassess the fees after the first season to ensure they are fair and effective. Adjustments may include differentiated fees for in-state or property taxpayers and tiered commercial permits based on usage impact.
To ensure a smooth transition, the staff will launch a “know before you go” campaign to educate users about the new fees and streamline their experience at the ramp. Expect to learn efficient ramp usage tips, parking locations, safety tips as well as lake rules to ensure a safe and enjoyable boating experience.
Parks and Recreation Director Kurt Wolf encourages boaters to buy their McCall City Boat Ramp Annual or Day Passes in advance to save time. Quick pay QR codes and short links will be available on ramp signs for on-site payments.

DUST ABATEMENT: What is Dust Abatement and why is it done? Dust abatement is the application of liquid magnesium chloride to City gravel streets. The chemical binds the gravel to limit dust and aid in compaction of the roadways. When does the City start Dust Abatement? The first application will begin this week the first week of June. What is used for Dust Abatement? The chemical used is magnesium chloride hexahydrate brine with a blended corrosion inhibitor. “Mag Chloride” is a clear, odorless compound derived from brine or sea water and is non-toxic. It may cause skin and eye irritation with direct contact. Wash exposed area with soap and water. Who applies it and how is it applied? The City contracts with a company which specializes in dust abatement. The Mag Chloride is pre-mixed with water and applied with a distributor truck. It reaches its full penetration into the road bed within approximately two hours.

The City of McCall is seeking someone with an interest in history, historic preservation, archeology, and/or architecture to serve on the McCall Historic Preservation Commission. The mission of the Historic Preservation Commission is to “promote the educational, cultural, economic, and general welfare of the public through the identification, evaluation, designation, and protection of those buildings, sites, areas, structures and objects which reflect significant elements of the City’s, the State’s and the nation’s historical architectural, archaeological and cultural heritage” (McCall City Code section 3.20.010).

On August 4, 2022, EPA released Guidance for Developing and Maintaining a Service Line Inventory to support water systems with their efforts to develop inventories and to provide states with needed information for oversight and reporting to EPA. The guidance provides essential information to help water systems comply with the Lead and Copper Rule Revisions requirement to prepare and maintain an inventory of service line materials by October 16, 2024

Robert Tunison Sentenced for last Summer’s Hit-and-Run Incident in McCall, Idaho
McCall, Idaho - April 18, 2024
On April 12, 2024, Robert Tunison pleaded guilty to Felony - Vehicular Manslaughter and Felony - Leaving the Scene of an Injury Accident. Tunison was sentenced to five years, fixed; and twelve years indeterminate.
The incident on Saturday, August 19, 2023, took place at approximately 11:41 p.m. McCall Police Department officers responded to a report of an unconscious individual lying in the bike path near the intersection of Lenora Street and Wooley Avenue. Upon arrival, officers located an unconscious male who was badly injured. Officers immediately began administering CPR. Shortly after, McCall Fire Department Paramedics and EMTs arrived and took over medical care. The victim was transported to St. Luke's McCall, where he later succumbed to his injuries and was pronounced deceased.
In the following days, Officers worked tirelessly to locate the suspect vehicle, obtain evidence, conduct interviews, and identify a suspect. Shortly after, Robert Harding Tunison was identified as the suspect, and an arrest warrant was issued. On August 24, 2023, after a multi-agency search, Tunison was taken into custody.
“Our sympathies go out to the family and friends of the victim. This was a senseless criminal act of disregard for human life that resulted in the loss of a community member. These crimes will never be tolerated in our community, and members of the McCall Police Department will always work diligently to ensure these criminals are held accountable for their actions. The successful conviction of Mr. Tunison highlights the outstanding investigatory work completed by the McCall Police Department, the extraordinary collaboration between law enforcement agencies, and the excellent prosecutorial abilities of the Valley County Prosecutor’s Office,” said McCall Police Chief Dallas Palmer.

Groenevelt's remarkable journey in public service and urban planning spans nearly two decades, during which she has spearheaded transformative projects and initiatives benefiting the City of McCall and its residents. Starting as the City Planner in September 2005, Groenevelt quickly rose through the ranks, assuming roles such as Planning Manager and eventually landing her current position as Community & Economic Development Director, a position she has held since July 2008.
Throughout her tenure, Groenevelt has been instrumental in leading numerous master planning efforts, managing projects, and building a talented team of professionals in planning, building, grant writing, and GIS. Her dedication to excellence and innovative approach to planning have resulted in several major accomplishments.

Phil Kushlan Appointed as Interim City Manager for McCall
McCall, ID - The City of McCall is pleased to announce the appointment of Phil Kushlan as Interim City Manager, effective March 19, 2024. Phil brings a wealth of experience in municipal management, having previously served as Executive Director of the Capital City Development Corporation in Boise and as City Manager in Bellevue, Washington, and Cottage Grove, Oregon.
In his role as Interim City Manager, Phil will oversee the day-to-day operations of the city and provide leadership during the transition period until a new city manager is in place. His extensive background in urban renewal, strategic planning, project management, and municipal finance makes him well-equipped to address the unique challenges and opportunities facing McCall. "I am honored to have the opportunity to serve as Interim City Manager for McCall," said Phil Kushlan.
"I look forward to working closely with the city council, staff, and community members to continue the positive momentum and ensure a smooth transition for the incoming city manager." During his tenure as Interim Executive Director for the Twin Falls Urban Renewal Agency, Phil led initiatives such as the Main Avenue redevelopment project and the downtown housing initiative. His firm's expertise in urban renewal and community development will be invaluable in guiding McCall through its current growth and development goals.

Artist Prompt
Across Idaho, growth and change are spurring conversations on a range of important issues, including community, engagement and belonging. Here in McCall, how can we use public art to encourage constructive discussions about these timely topics? By focusing on the themes of “community” and “community-building,” this project challenges artists to reflect on one or more of the following in their artwork:
• What does “community” mean to you?
• How is community created or nurtured?
• What defines McCall’s community?
• What kind of community should McCall aspire to be?
Eligibility
This public art opportunity is open to artists aged 17 and over and living within Idaho’s West Central Mountain region, which covers Valley County and northern Adams County, and includes the communities of McCall, Donnelly, Cascade, Yellowpine and New Meadows. Submissions may consist of either new artwork created specifically for this project or existing, unpublished artwork that satisfies the project requirements.
How to Apply
Interested artists should submit the following by April 11, 2024, 5:00 p.m.
1. Letter of interest (one page maximum) that outlines the motivation for participating in this project and relevant experience and explains how the submitted artwork responds to the artist prompt.
2. Resume summarizing qualifications and/or past experience (one page maximum; must include applicant’s contact information). Artist teams should submit one resume for each member.
3. At least two references per artist with knowledge of the artist’s work and working methods, and the references’ contact information; or for aspiring artists, two professional or academic references who can speak about your character and work ethic, and their contact information.
4. Image or visual concept: Applicants must either submit an image of an existing original artwork, or a visual concept (such as a sketch) of their proposed artwork, in PDF or JPEG format (300 dpi). Examples of existing artworks include illustration, painting, digital images, photography, or photographs of an original artwork. Please be sure to include the title, media, and date completed in addition to the image.
Visual concepts are uncompensated, so please provide just enough detail to effectively illustrate your idea.

The City of McCall urges winter visitors in 2024 to prioritize safety and comfort during the McCall Area Chamber’s Winter Carnival event. Please plan to dress appropriately for cold or wet weather and be prepared for walking on ice and snow. McCall experiences varying snow showers, from light to heavy, along with freezing temperatures. It's advisable to wear comfortable, warm shoes with good traction. Additionally, exercise caution when walking in all areas of our mountain town.
Kids & Ice
Ensure close supervision of children, especially near roads and when sledding on berms or down driveways, as it can be hazardous. Payette Lake is not frozen so sledding onto or walking on ice is dangerous and not advised.
Getting Around During Winter Carnival
Use the Winter Carnival Map to find restrooms, sculptures and more. Our pathway system and public transportation offer convenient ways to explore the area. Here are some links to help you. Roads may be closed throughout carnival especially during the parade. City of McCall, Idaho – On February 20th, 2024, McCall’s Mayor, Bob Giles, released the following letter to the citizens of McCall for publication in the Star News on Thursday, February 22nd.
As your Mayor and proud member of the McCall community, I'm compelled to let you know about House Bill 506, a proposed bill that would severely limit the City Council’s ability to protect the health and safety of our visitors, citizens, and neighborhoods with reasonable requirements on Short-Term Rentals (STRs). Living here among you all, I understand the deep connection we share to our homes and the collective responsibility we hold in safeguarding the well-being of every resident and visitor alike.
Our town thrives thanks to the dedication of our business owners. In McCall, Short-Term Rentals provide additional accommodations for visitors, bolstering our local economy and supporting our local businesses. Moreover, the local option taxes they generate play a crucial role in maintaining our city's infrastructure and local housing initiatives while supporting nonprofit initiatives that benefit us all.
Yet, within this prosperity, we mustn't overlook the importance of safety and community. Effective regulation can complement our way of life rather than hinder it. By implementing sensible permitting and regulations, we can ensure that everyone feels secure in their surroundings, whether they're here for a brief escape or a more extended stay. From adhering to fire code regulations to preserving the residential integrity of our neighborhoods, these measures are essential in safeguarding the unique character of McCall that we cherish.
In January, the City of McCall partnered with the McCall Fire District to explore our short-term rental owners' and managers' satisfaction with our new safety protocols. By surveying stakeholders, we've gained valuable insights into their experiences with the STR inspection and permit procedures. Working closely with McCall Fire, we're actively exploring ways to improve the process. We were pleased to discover that the majority of respondents noted an enhanced sense of security in their homes for guests after completing the inspection process.
As elected leaders, the City Council and I strive to balance property rights and community welfare. We recognize the concerns of both permanent residents and short-term rental operators, and it's our duty to protect the interests of all parties involved. Through collaboration and open dialogue, we can find solutions that uphold McCall's unique charm while addressing the diverse needs of our residents and visitors.
I urge you, my neighbors, to join me in supporting these important safety goals and prudent control of vacation rentals. Together, we can ensure that our mountain town remains a welcoming and thriving destination for all who call it home or visit our community. If you support our approach to having reasonable regulations to manage Short-Term Rentals, please take the time to contact your legislators as soon as possible to oppose HB 506. City Manager Anette Spickard Set to Transition to Sedona, Arizona
McCall, Idaho | January 24th - City of McCall announces that City Manager Anette Spickard has decided to pursue a new chapter in her professional career by relocating to Sedona, Arizona. Her final day with the City of McCall has been confirmed for March 22nd.
Anette's decision stems from the exciting opportunity for career growth and the prospect of being closer to her daughters and grandchildren. Having served diligently since 2018, she has been an integral part of the city's progress, overseeing numerous projects and growth planning initiatives.
The City of McCall expresses its gratitude for Anette's dedicated service to the community. Mayor Bob Giles conveyed the sentiments of the City Council, stating, "We thank Anette for her contributions and wish her a successful career transition. She will be greatly missed by all who have had the privilege of working with her."
The recruitment planning process for a new City Manager is set to commence in February, with a comprehensive search to identify the most suitable candidate to continue the city's development.

Have you noticed? There is new public art on Railroad Avenue! Check out the story of how three local high school students were able to display their wonderful photography to the public below:
When then-junior Ellie Cramblet was asked by McCall-Donnelly High School art teacher Cynthia
Dittmer if she would be interested in helping coordinate the newest edition of the Railroad
Avenue public art project last April as part of her senior project, she was thrilled.
“It felt super special that I was selected,” Cramblet said. “She told me that she was a member of
the Public Art Advisory Committee,” Cramblet said, and “there was an idea of updating the
artwork on Railroad Avenue.” As Dittmer explained, the City of McCall Public Art Advisory
Committee had realized a photography project specifically focusing on outdoor recreation
around McCall could be a nice change—and as a budding photographer, Cramblet was a
perfect fit.
Working in conjunction with Dittmer, Cramblet identified a few other students who could
contribute photography to the project. With the project’s focus in mind, they wanted other
students who were active in outdoor sports and recreation and who were also photographers.
Eventually, they settled on Lucas Clouser and Lee Kindall.
The three photographers—Cramblet, Clouser, and Kindall—each took a number of shots in
different outdoor settings, trying to find a selection of photos representative of McCall.
Eventually, Cramblet narrowed the photos down to the five or six best from each photographer
before considering the constraints of the project more closely. “I mostly felt excited,” Cramblet
said of the challenge, but because of how the photographs are viewed as drivers pass by on
Railroad Avenue, “I was strategic in the way I selected them.”
“I do wish more photos could have gone up on the wall,” she said, but “I’m happy with my
selection.”
After the images were printed on aluminum composite by Rocky Mountain Signs, the McCall
Parks Department installed them. Cramblet took the climber and kayaker photos on a Canon
EOS Rebel T8i, Kindall took the fish photo on a Canon EOS Rebel T6i, and the skier photo
taken by Clouser was shot on an Android Galaxy phone. The Railroad Avenue public art project
is funded and maintained by the City of McCall.

Good News! The Shelton Foundation (via Idaho Community Foundation) has awarded the City of McCall the amount of $2150 to support the purchase of a portable ice skating rink. The Parks and Recreation Department will continue to seek additional funding to purchase a rink set-up similar to the examples below. A rink set-up like EZ Ice or Nice Rink will allow the Parks Department to provide a better outdoor skate experience for community members and ease the creation and maintenance of an ODR for Parks and Recreation staff.

On Saturday, August 19, 2023, at approximately 11:41 p.m., McCall Police Department officers responded to a report of an unconscious individual lying in the bike path near the intersection of Lenora Street and Wooley Avenue. On Sunday, August 20, 2023, officers asked community members to review video surveillance from nearby areas and contact the McCall Police Department or Valley County Dispatch with any information that may be of benefit to the investigation.
In the following days, officers located what they believed to be the suspect vehicle from the incident. Officers reviewed additional evidence, conducted multiple interviews, and eventually identified the driver of the suspect vehicle as ROBERT HARDING TUNISON, a 36-year-old from Caldwell, Idaho. Shortly thereafter, officers obtained an arrest warrant for TUNISON, charging him with the crimes of Vehicular Manslaughter and Leaving the Scene of an Injury Accident, both felony offenses in the state of Idaho.
On Thursday, August 24, 2023, TUNISON was located by a Valley County Sheriff’s Deputy near the Valley County / Adams County northern border and was ultimately taken into custody by the Adams County Sheriff’s Office.
We would like to thank the Valley County Sheriff’s Office, the Adams County Sheriff's Office, and the Idaho State Police, for their assistance in this investigation and efforts in obtaining custody of TUNISON.

We believe this incident to be vehicle-related and are investigating the incident as a vehicle vs. pedestrian hit-and-run. We are asking anyone with information about this incident to please contact the McCall Police Department at 208-634-7144 or Valley County Dispatch at 208-382-5160. If you have cameras in this area attached to your residence or business, please review your recordings and contact us with any information that may be of benefit to this investigation.

“Bear season” is in full swing in McCall. During the past three weeks, Fish and Game has received several reports of bears in neighborhoods, getting into trash, eating from bird feeders, and acting unconcerned about humans.
Fish and Game staff lethally removed one bear earlier this summer after it tried entering a house. Biologists and conservation officers are actively working in other neighborhoods to secure food sources and prevent bears from scoring an easy meal, removing the incentive for bears to stick around town.
“What we know from experiences throughout the state is that it is much easier to alter human behavior than it is to alter bear behavior,” Regan Berkley, Regional Wildlife Manager. “Because of that, we’re asking for residents’ help.”
Now is the time to make sure that bears have no access to any food sources. Keep garbage inside until morning of pickup, and make sure it is all contained in a bear resistant container. Take down bird feeders, and don’t leave food or coolers outside unattended, even for a few minutes.
“Short term rentals are one of our biggest challenges,” says Berkley.
She asks owners to make sure guests are aware of bear issues, and to ensure that they are following bear-smart practices for securing food and garbage. Fish and Game has brochures that owners can provide to renters to help make sure they have all the information they need.
Berkley encourages residents to report bear issues to Fish and Game at 208-634-8137.
“Often, if we know of a problem early, we can get information out to homeowners and change both human and bear behavior before bears get too habituated,” Berkley said. “If our first report is a bear trying to get into a house, we have fewer options.”
McCall, Idaho - June 29, 2023 - As the Fourth of July weekend approaches, the City of McCall would like to inform travelers, especially those with camper trailers, about detour routes to the east side of Payette Lake and Ponderosa State Park. Due to ongoing road construction on certain sections of the main route, it is essential to plan ahead and use alternate routes to ensure a smooth and enjoyable travel experience. Aircraft Incident near McCall Baptist Church Playground
Update:
NTSB completed their investigation on June 14th, into the Cessna 182 crash that occurred Monday, June 12.
A recovery team has removed all wreckage, and the site was clear as of 1630 June 14, 2023.

McCall, June 12, 2023- A distressing incident occurred this morning at approximately 0950 near the McCall Baptist Church playground and areas of City of McCall property. A Cessna R182 aircraft with tail number N3138C, piloted by an experienced aviator accompanied by a single passenger, encountered difficulties during takeoff from McCall Airport, heading north.
Employees from Sawtooth Flying Service and the Smokejumper Base reported observing the aircraft's failure to maintain altitude, eventually losing sight of it. Prompt action was taken, with Sawtooth Flying Service and McCall Aviation immediately alerting emergency services by dialing 911.
In response to the distress call, personnel from McCall Fire, McCall PD, McCall Airport staff, a pilot from Sawtooth Flying Service, and a pilot from the jump base swiftly mobilized to the crash site. Their coordinated efforts ensured a rapid response and well-coordinated operation.
The pilot and passenger of the Cessna 182 were promptly transported to St. Luke's McCall for immediate medical attention. Following initial assessment and stabilization, both were further transported via helicopter to a medical facility in Boise. As of now, the precise conditions of the patients remain unknown, and medical professionals are working diligently to provide the necessary care.
To ascertain the causes and circumstances surrounding this unfortunate incident, the National Transportation Safety Board (NTSB) has been contacted and is en route to McCall.
As the investigation is in its preliminary stages, we kindly request patience from the public and the media. At this time, no additional information is available to share.
Our thoughts and prayers go out to the affected individuals and their families during this challenging time. We extend our gratitude to the first responders and all those involved in the immediate response, whose efforts undoubtedly saved lives and ensured the utmost care was provided.

1. Sample results are in: The RBCA (Risk-Based Corrective Action) results showed no detectable levels (ND) of surrogates in everything except the Vertech Storm Drain. This usually indicates that the levels are below the measurement range.
2. Final clean-up costs are still unknown.
3. EPA will produce a final report.
4. Fuel type still unknown.

An update regarding the presence of a petroleum product recently discovered in Payette Lake. Please take note of the following:
1. DEQ Visit: The Department of Environmental Quality (DEQ) will be on-site today to provide their expertise and guidance on managing the situation effectively.
2. Locations Affected: The substance has been detected at Art Roberts, Legacy Park, and the water entrance to Brown Park.
3. Shoreline Closure: As a precaution for health and safety, beaches and water access points at Art Roberts, Legacy Park, and Brown Park will be closed until further notice.
4. Containment Measures: Additional booms have been strategically placed by the McCall Fire Department to contain the affected area.
5. Water Supply: We are currently using the Davis Beach intake facility for water supply while awaiting testing at the Legacy Pump station. Rest assured; the water remains safe for consumption.
6. Source: The source of the substance is still unknown at this time. We have followed all Public Works protocols and conducted investigations of structures related to the stormwater discharge point. No present leaks have been found, indicating this to be an isolated event.
7. Quantity: We are told by the Fire Department that it looks less than 10 gallons although it is difficult to tell.
We kindly urge all community members to join us in conserving water wherever possible. By reducing unnecessary water usage, promptly fixing leaks, and adopting water-saving practices, we can significantly contribute to conservation efforts and ensure the sustainability of our water supply.

City of McCall Urges Water Conservation in Response to a Petroleum Product Discovered in Payette Lake
McCall, May 29, 2023 – The City of McCall was made aware of the presence of petroleum in Payette Lake, originating from an unidentified source. The City of McCall is following water safety protocols and is actively working to address the issue and ensure the ongoing supply of clean water to its residents. While water is safe to drink, we are calling upon the local and visiting community for their support and cooperation in conserving water during this time.
Upon receiving notification of the discovered substance, the lead agency in the incident, McCall Fire, in cooperation with our Public Works Streets team, began pumping the drains to contain as much as possible. Then, our McCall Water Systems team swiftly initiated testing procedures to assess the extent of the impact on water quality. Collaborating agencies are working diligently to identify the source and take appropriate measures to prevent further pollution.
In light of this incident, we anticipate engagement from notified agencies, the Environmental Protection Agency (EPA), and the Department of Environmental Quality (DEQ), later this week. Their expert insights and guidance will aid us in effectively managing the situation and implementing measures to safeguard the water resources in our community.
The City of McCall acknowledges the vital role that water plays in the daily lives of our residents and the overall well-being of our community. Construction on the public boat ramp north of Legacy and dock expansion is underway. The south end of the boat ramp will remain closed during construction and during this Memorial weekend. Please use the north end of the ramp for launching boats. When the project is complete in early June the Legacy sand court will open to the public with additional sand and net installation.

McCall, ID – The City of McCall leadership and its citizens share a common goal of ensuring a healthy and sustainable deer population in their community. A wildlife conversation on May 4th, 2023, will explore ways to achieve this.
Last week, the City of McCall announced that it will hold a community conversation event on Thursday, May 4th, 2023, at 5:30 pm. The event will take place at the McCall-Donnelly High School Commons and is open to the public.
The community conversation event will provide residents with an opportunity to come together and discuss how we can coexist with local wildlife. Whether you support or oppose a feeding ordinance, we encourage you to attend and share your thoughts.
The event will provide a collaborative setting to engage new ideas and public opinion on short-term and long-term wildlife goals, as well as a possible feeding ordinance. The discussion is meant to support a healthy and wild deer population in and around McCall not to eradicate deer. Guests from Idaho Fish & Game as well as the Idaho Conservation League are expected to attend.
The event will also explore other ideas for protecting wildlife, such as forming a wildlife advisory group, using educational tools, and spreading awareness about the importance of protecting our wildlife and sharing our story with visitors to our city. Furthermore, the city will explore best practices for handling the likely effects that may occur if the ordinance is implemented.
“We are excited to host this important event,” said Mayor Bob Giles. “By coming together and sharing our thoughts and ideas, we can work towards finding solutions that will benefit both our community and the wildlife that calls it home.”

Fish and Game continues to receive reports of mountain lions in McCall. Mountain lions have been reported in neighborhoods near the river, such as Rio Vista and Mather Road, as well as in Spring Mountain Ranch.
“It is likely these lions will continue to move through town throughout the rest of winter,” said Regan Berkley, regional wildlife manager. “The town deer herd provides a large prey base, and surrounding areas have deep snow and no prey.”
The majority of reports have come from doorbell or security cameras, mostly from unoccupied residences.
Fish and Game advises residents throughout town to review mountain lion safety tips, even if cats have not been observed in their neighborhoods. These include:
Fish and Game encourages residents to continue reporting mountain lion sightings to the McCall office at 634-8137 so that staff can continue to monitor the cats’ movements and behavior.

An update on the February 18th incident at 100 Block of Eagle Shores Ct in McCall, Idaho.
On Saturday, February 18, 2023, at approximately 4:05 p.m., McCall Police Department officers and Valley County Sheriff’s Office deputies responded to a report of domestic violence in the 100 block of Eagle Shores Court in McCall. Read the previous release: https://www.mccall.id.us/news/post/16676/
As reported, officers located an injured female and an injured male and provided immediate medical assistance to both individuals. McCall Fire and EMS also responded and provided emergency medical care before transporting the injured male to St. Luke’s McCall for further medical attention. The female, identified as Lynne Ellen Dooley, was pronounced deceased at the scene.
Later that evening, the 55-year-old male and husband of Lynne Ellen Dooley, identified as Mark Edward Dooley, was transported from St. Luke’s McCall to St. Alphonsus in Boise for additional medical attention and survived his injuries. Upon discharge today, Mark Edward Dooley was arrested on a Valley County arrest warrant for Murder in the First Degree (Idaho Code 18-4001, 4003) and booked into the Ada County Jail. Mark Edward Dooley is expected to be extradited to Valley County, where he will be arraigned on the charge of Murder in the First Degree and booked into the Valley County Jail.
The investigation into this incident is ongoing and future press releases through the McCall Police Department or the City of McCall are not expected. Investigative questions should be routed to the Idaho State Police or the Valley County Prosecutor’s Office. We ask you to respect the privacy of the family in our small community during this tragedy.

Public Boat Ramp Dock Expansion Project 2023
At 3:30 PM, MST on Thursday, March 09 , 2023, all proposals will be publicly opened and read aloud at the American
Legion Hall, 216 E. Park Street, McCall, Idaho.
The project consists of construction and installation of three new dock systems at the boat ramp and the relocation,
refurbishing, and re-configuration of existing ramp dock systems to the south which will replace the existing EZ dock
(T-Dock) south of the ramp. Work shall also include the removal and disposal of existing EZ T-Dock System. To
accommodate the new dock finger adjacent to and south of the historic ramp dock systems, a cantilevered pier will
need to be constructed along the entire length of the existing concrete retaining wall associated with the beach
volleyball court. The new pier adjacent to the volleyball court will need to be anchored to existing concrete wall and
cantilevered and elevated over existing rock rip rap on helical piers or approved equal. Contractors and or
subcontractors will be required to show or demonstrate previous experience, certifications, or qualifications with
helical pier or approved equal installations.
Joint permits and a mitigation plan are in the approval process with the appropriate governmental agencies to perform
the proposed work. All permitting work will be the responsibility of the owner (City) and not the contractor.
Contractor will be required to perform the work in accordance with permit and bid specifications.
Sets of the documents including the plans, details, and Project Manual (containing Bid forms, bidding instructions
/conditions, draft contract documents, and specifications) will be available on Friday, February 24, 2023 for review at
the City Hall front desk at 216 E. Park Street, 83638, 208-634-7142. Documents will be issued in either a PDF or
paper format.
A pre-bid conference, open to the public, will be held at the American Legion Hall, 216 E. Park Street on Tuesday,
February 28, 2023 at 9:00AM. All potential bidders are highly encouraged to attend or call in given the environmental
constraints and unique nature of this project.
Each bid proposal must be accompanied by cash, a certified check, bid bond, or cashier’s check in the amount not less
than 5% of the total amount bid, payable to the City of McCall. An Idaho Public Works License and documentation
are required to submit a bid.
Any objections to the contents or terms of the bidding instruction and project plans and specifications shall be raised
(3) days prior to the bid opening, or it shall be deemed to have been waived.
The City reserves the right to select any combination of the bid alternatives and or reject any and all bids out right as
budget necessitates.

The City of McCall has evaluated how things like sidewalks, pathways, parks, and public buildings are accessible to people with disabilities. We used resident and visitor input to evaluate any barriers encountered when trying to navigate the City.
The ADA Transition Plan & Self-Assesment will help determine how the City invests in future upgrades to make public facilities accessible to everyone. Field crews completed an inventory of City facilities in July. Now, after collecting feedback data a draft is ready for review and adoption consideration by the McCall City Council. The McCall Parks and Recreation Department would like make necessary repairs to the public boat ramp sub-surface infrastructure and improve public launch short-term moorage capacity through dock system expansions and improvements. Performing repairs will address safety and environmental concerns and greatly improve recreational user experience. The Parks and Recreation Department will be applying for a Idaho State Parks and Recreation Waterways Improvement Grant. A reminder that garbage cans must be placed on your driveway per city code and for the management of snow removal in the City of McCall. PLACING YOUR GARBAGE/ TRASH in the street may cause damage and will affect the ability to properly clear snow. The Snow Plow equipment does offer limitations as to what the driver can see and control. Please do your part! City Administration and the Streets Team advise- placing your Garbage Can/Trash Can on your driveway inside the typical placement of the snow berm is the safest method.

What are they?
Many cities across the country employ a hydraulically powered “gate” that fits onto the ends of plow blades and can rise or fall at the press of a button. The goal is to keep snow from spilling as it normally would onto driveways.
The devices cost about $30,000 each. Gates are attached only to larger pieces of equipment, such as graders and loaders. They aren’t affixed to smaller dump trucks because of the shape of the blades and the need for drivers to see where the snow is being pushed.
How are they used?
Operators lower the gate to protect the entrances and exits to driveways, and minimize berms, the source of many citizen complaints during heavy snow. When plowing, even with snow gate equipment attached, the operator will make three passes on the street. One pass in the center without the gate and one pass on each side of the road with the gate engaged. A snow gate allows the capability to move some of the snow from one place to another aiming to move it to a more acceptable place. The goal of clearing roadways always remains the main objective.
How many do we have?
The city of McCall has a total of nine pieces of equipment out on the roads to deal with our area’s snow events and a half dozen snowplow gates. City of McCall first implemented the gates in year 2012.
Where are they?
In McCall, the city’s gated plows are deployed on all residential streets. That may come as no comfort to residents with driveways that open onto minor or secondary arterials who are still being served by equipment not outfitted with the hydraulic devices.
What are the downsides of snow gates?
Roads plowed with gated equipment are often narrower than those plowed with more traditional equipment and the gates can potentially slow down crews.
The bigger issue, however, occurs when that gate is lifted up. If your car is parked on the uphill slope after a driveway, or if that’s the location of your mailbox or garbage can, the snow that tumbles out could leave you with an annoyance and/or a narrower road.
What should I do to help plow drivers?
My driveway still got plowed in and has a berm. What gives?
First check that you live within McCall city limits on a residential road not an arterial road. Those busier roads are being served by plows without the gate.
Even if a gated plow is on your street, the devices aren’t perfect, road officials are quick to point out. The blades on the front of plows can only hold a limited amount of snow, and that amount is lessened with warmer temperatures and heavier, wetter precipitation. That means McCall heavy snows are rarely able to be handled by snow gates. The success of a snow gate is dependent on each individual snow event.
In heavy snow it’s going to reduce the size of the berm, but the gates don’t ever eliminate the berm. It may not look like it’s less, but it is. One look at a berm before and after and we are all thankful for those snow gates and the crews who operate them.

Last year, during June and July, the Idaho Department of Fish and Game received numerous reports of aggressive deer throughout town. In several instances, adult doe mule deer charged towards walkers and threatened to kick or stomp dogs.
This occurs because mule deer have fawns between late May and early June. During the first 6 weeks of their lives, the fawn’s primary survival mechanism is hiding.
Does will hide their fawns for several hours each day while they forage nearby. When humans or dogs unknowingly come too close to a hidden fawn, mule deer does will often become aggressive.
While deer are generally docile, they can cause harm when they are defending their young. Adult does weigh over 100 lbs, and their sharp hooves can cause plenty of damage. They can run faster than you can.
Please remember the following to avoid conflicts with deer during late spring and early summer:
Keeping residents and visitors safe during our snow and ice season is an important effort we all share. Time is of the essence when it comes to snow removal and in cooperation with the long-standing code originating in 1959, the City of McCall will begin more structured enforcement, to encourage all sidewalks be maintained more regularly.
City of McCall is requesting that businesses and business property owners adhere to the goal of clearing sidewalks within 24hours after the occurrence of a snow event.
City staff will respond to complaints of dangerous snow or ice buildup in front of businesses by sending a team to clear the area. Following the cleanup response, an invoice will be issued to the property owner for payment. If for any reason the invoice is not paid the cost will be added to the property owner’s tax assessment for the year according to Code 8-5-020: COST ASSESMENT.

In the event of failure of such owner, tenant or occupant to remove this snow, rubbish or ice from any such sidewalk within twenty four (24) hours of the occurrence of such condition; then, the city may remove or have removed such snow, rubbish and ice and assess the cost thereof against the premises abutting the sidewalks. In such event the clerk of the city council shall certify such assessment to the assessor of Valley County and such assessment shall be placed on the assessment roll and collected in the same manner as other municipal taxes are collected.
